The Impact Housing Program is a systems-change initiative designed to reshape the housing and capital landscape in the U.S. Southeast by challenging extractive real estate practices and redistributing housing control to historically excluded communities. The program develops and pilots non-extractive, community-rooted housing models that increase BIPOC-led ownership and advance systemic alternatives to the speculative housing market.

Rather than providing direct housing services, the program focuses on removing properties from extractive markets, redeveloping them with local, equity-focused labor, and piloting alternative tenure strategies like shared equity, community land trusts, or cooperative models. Each site becomes a living demonstration of how power, capital, and control can shift hands — from developers and absentee landlords to communities.

At its core, the program is building a replicable model and movement infrastructure. Through the development of an Impact Housing Toolkit, we document strategies, capital innovations, and community governance frameworks. This resource is paired with intentional outreach to advocates, policymakers, and funders interested in systems-level transformation.

The program also advances advocacy and narrative change by interrogating capital access standards, disrupting harmful risk assessments, and advocating for fairer underwriting systems — all while cultivating a network of BIPOC developers, investors, and organizers committed to justice-first development.
